On September 2, 2026, FinCEN renewed its Southwest Border Geographic Targeting Order (GTO) for certain money services businesses (MSBs) located in designated ZIP Codes in New Mexico and Texas. Effective September 3, 2026, through March 1, 2027, affected MSBs must report cash transactions of $1,000 or more using a Currency Transaction Report (CTR).
FinCEN also updated its FAQs to assist covered businesses with compliance. Newly covered MSBs have until October 3, 2026, to comply with the order’s requirements, and reports submitted under the GTO are due within 30 days of the transaction date rather than the standard 15-day CTR filing deadline.
FinCEN noted the FAQs apply only to this GTO and should not be interpreted as guidance for other FinCEN regulations or orders.

CCI suggests sharing this update with your BSA Officer if your institution provides services to MSBs. Institutions with MSB customers in the affected areas may want to confirm those customers are aware of the updated reporting requirements and implementation deadlines.
